Why doesn't Defrag actually Defrag all the files? There is always a lot
of fragmented files listed after it runs. Even after it is run multiple
times.
 
Certain files are locked, so the system cannot move them while the OS
is running. This is why 3rd-Party defragmenting apps have a "Boot Time"
defrag session. Also the Windows defrag program does not employ a
option like Perfect Disk's "Aggressively consolidate Free Space". So a
defrag session will leave certain files unprocessed.

That is not true. There are VERY FEW defragmented files after it runs.
Open and active files cannot be defragged. The best approach is to shut
everything down prior to defragging.
