Disconnect "Politely"

I'd like to set a policy to disconnect a user after the
connection has been idle, however if possible I want the
client on the other end to prompt something along the
lines of:

"You have been inactive for 2 Hours, you will be
automatically disconnected in 10 minutes"

If I'm using both RAS and Microsoft's client, I'm thinking
there might be a way to accomplish this?

If not I need a way to exempt certain users from the
policy, but without creating several extra groups to do so
(such as, I'd rather have this policy apply to all users
in Domain Users EXCEPT X X and X users)

You can create a remote access policy to disconnect a user if the connection
is idle.
Refer to the doc at:

In the policy created, you can set idle timeout value in the profile
attributes.
