disc drive not recognized

My CD and DVD drives are not recognized when I want to add data to a disc. If
there is music on the disc, no problem, the drive works fine. But when trying
to put photos on a disc I get the message to "insert a disc in the drive"
even when there is a disc there. Trying different discs makes no difference.
Windows XP, Dell desktop.

Are you formatting them first?
