Disappering Task bar and other weird problems

I am having some problems with Windows XP. It is very slow and my internet won't connect. When I startup "My Documents" automatically opens and everything is displayed in large view. After a while of running Symantec Email Proxy pops up and says TCP/IP is not installed, and I have made sure that it is installed. Then my Windows Task bar and desktop icons disapper and there is no way of getting them back. I am wondering if it has anything to do with spyware and adware, and if my modem is shot.
