disappearing Desktop picture

My desktop picture/theme has been replaced by a white screen with the icons
arrayed across the top. All attempts to change the display properties appear
to be accepted, but have no effect. The icon applications work fine, and a
new user entity has a proper desktop, but of course none of the entires on
mynormal profile. Tried regsvr32 themeui.dll which said it was successful,
but had no effect.

Hello,

Did you try Right clicking on desktop > Arrange Icons By > Uncheck 'Lock Web
Items on Desktop' ? If not doing so might solve your problem.

Uncheck 'Lock Web > Items on Desktop Doesn't seem to be an option in this
situation.

Further symptoms of the problem are:
1. System Restore doesn't work. several attempts with different prior dates
result in going through entire process then a terse message that it was
"unsuccessful"
2. Copy User Profile doesn't work. Gets as far as listing profiles
including new one I created, but copy button remains "greyed out". This
despite making profile directory "accessable"
3. Suggested "Lock Web" option is missing for the defective profile, but
present for others.
It appears that somewhere the defective profile has a corrupted file,
presumably in the registry which I'm not going to mess with!! My only
recourse seems to be to reconstruct my original profile item by item in the
new one.

Hello,

You can try this to try and change your desktop background (mentioned by Raj
Kohli in another post): 1. Click Start > Run > type REGEDIT and press enter
2. Expand to:
HKEY_CURRENT_USER
SOftware
Microsoft
Windows
CurrentVersion
Policies
ActiveDesktop
3. Set the DWORD value of "NoChangingWallpaper" to 0 if it is set to 1.

If there is no ActiveDesktop then you can always create one. By right
clicking and selecting New > Key.

For the system restore service try
http://www.kellys-korner-xp.com/xp_tweaks.htm line 289 (in the right
column).

To copy user profiles try
http://support.microsoft.com/default.aspx?scid=kb;en-us;811151 it shows an
alternate method of doing this.
