Disabling Unknown Publisher Warning

I need to disable the warning generated when an Unknown Publisher's .dll
needs to be ran in order for a web-site to work properly.

I have added the site to "Trusted Sites" and set all of the security
permissions to "Low" with no luck!

No matter how many times I click Run it will come back time after time.
Also, this is the only machine on which this error is persistent at.

Info on the machine, Windows XP Pro w/SP2, completely updated (with Windows
Updates).

Any and all suggestions will be greatly appreciated!

In IE go to Tools...Internet Options...Advanced tab, scroll down to the
Security section - check box by "Allow software to run....", click Apply,
click Okay. Do this temporarily only when you visit that site, to avoid
compromising your security elsewhere.

I already have that checked and it continues.

Are there any other suggestions?
