disabling services with shortcut

My question is two-fold. First, do I need win.ini or system.ini to
load when I start WinXP SP2 if I'm not running another OS?

And is there some kind of shortcut, like a batch file or script, that
I can run if I want to disable certain startup programs and non-
essential services on a reboot?

WIN.INI and SYSTEM.INI are Win9x/ME constructs available only for bacward compatibility and
are not really interpreted by WinXP.

If is a NT Service, you can disble the service and it will not start when the PC is
rebooted.

If is is a StartUp program, just remove it from being auto-started.

Thanks for the answer. However, I'm looking for a way to quickly
disable and re-enable some services (e.g. anti-virus), like doing a
clean boot, without having to manually uncheck and recheck the
services.
