disabling programs

Hello, i have two questions
1. How do i disable a program ( I.E. windows media, games from accessories,
etc). i need to disable some programs so that users cant use them.

2. I have just reformated a system (compaq), before reformating, it never
went off, but now it goes on power saving(locks the comuputer and screen goes
off). How do i make this system to remain on till it is manually shut down.
It's a public comouter.

Erase the programs. If you want to be nice about it, replace with a
..cmd file saying its not authorized.

If you want privleged users to be able to use them, put them in a
directory that only that user can access.

Right click on a blank area of the desktop. Properties; screen saver;
Power and set all the timings to "never" (3 places).
