For my Win2K Professional system (LAN only, no domain), members of the "Users" group
can Enable and Disable my Local Area Connection after I use the Group Policy Editor
(gpedit.msc) to set the following policy to "Disabled".
Local Computer Policy > User Configuration > Administrative Templates > Network >
Network and Dial-up Connections: Prohibit enabling/disabling a LAN connection
