With admin right, after right click on unknown program and
select open with, the option "always open with...." is
disable. How to enable the option?

I would not think that one opens programs with anything. One normally runs
programs.

The file is a email save from outlook. It could be open
with notepad but the option "always open with...." is
disable.

Is the extension .msg? I just saved such a message as a test, and had no
such problem with it.
