Disable degrade policy on XP in Max Battery mode

How do I disable degrade policy on Max Battery and run on highest
P-state on XP? There is some registry settings with "HackFlags" set but
I am looking for exact registry settings. Please help.

I also tried using PowerCfg.exe provided by MS under system32 folder.

PowerCfg.exe /X /processor-throttle-dc throttle none

Didnt work on XP. Missing something?
 
Ask Intel (or whoever is relevant to your
processor type).

They wrote the app that does this (used to be
SpeedStep), it's not "built-in" to XP, it was
added by the mgfr. of your laptop.
