Folder Options - File Types: All Buttons Disabled

I have Windows XP Home SP 3. I also have a problem widely discussed on Windows XP forums: In Windows Explorer - Tools - Folder Options - File Types the Apply button is disabled (greyed) so I cannot make changes to File Types.

The solution often given is to edit the registry and add the NoFileAssociate DWORD with a value of 0 to these registry keys:

HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer
and
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer

Unfortunately, that does not fix it for me: The Apply button is still disabled.

Hoping that someone else has another fix or workaround to suggest. Thanks for your help.

Hello,

Even though the Apply is disabled, is the changes you made still there when
you Close the dialog and return to it again?

We tried it here and the Apply button stayed disabled when we modified or
added new file extensions. But the change we made were there when we close
and returned to the same page again.

I tried to change the icon for an application (Firefox). The icon changes in
the File Type window. But the application still uses the old icon. I then
noticed that the Apply button is disabled for every 'Advanced' action, and
for all applications in a random sampling.
