Disable all user accounts

hello my sister have disabled all user account also the administrator. what
is the best sulution for this problem ?

You cannot disable the built-in Administrator if that is the only working
account.
if you have Home edition, boot into Safe mode, log on as The Administrator
and re-enable them. then password everything including The Administrator
account and DON'T tell your sister the passwords.
