DirectX problem

When I run the DirectX Diagnostic tool, it tells me that the file system.dll
is missing and that I should reinstall DirectX (I already have version 9c).
When I download and run dxwebsetup it does nothing and the problem persists.
What should I do?

It not part of DirectX but of the .NET Framework.
