DirectX Issue

My daughter just purchased the Sims 2 PC game and after over an hour of
installation we received the following error message:

"Failed to find any DirectX 9.0c compatible graphic adapters in this system.
Please make sure you have a DirectX 9.0c compatible graphics adapter and
have installed the latest drivers provided by the manufacturer. The
application will now terminate."

Being somewhat computer illiterate, I have no idea what that means. Can
anyone help me with this. I need to know IF it's something I can remedy and
HOW to do so if I can. I need pretty detailed, step-by-step instructions
(plain and simple English, please!)

Thank you for your time.
