DirectX and Crypto Service problems

I am unable to reinstall or update DirectX at all, which is increasingly
becoming a hassle. According to the DXError log, it's because my
cryptographic services isn't running. I can't enable them in my
"services.msc". How do I fix my crypto service problem so that I can get
DirectX to reinstall?

What version of DirectX are you trying to install & are you using the
redistributable?

What is the error message you get when trying to start Ctyptography?

What is the error in the event log? START | RUN | Type 'eventvwr.msc' (without
quotes) & press ENTER

I've tried installing 9 and 10 both, using both the web-install and redistrib
versions. All times I've tried have given me the same crypto-svc error. When
I go to manually start it, either via "services.msc" or the command prompt, i
get "error 126: service could not be started". This has been an ongoing
problem. I've been through re-registering every .dll listed in your link, and
it still hasn't worked.

At this point, how, if at all, is it possible to just reinstall the
crypto-service from scratch?

EDIT:

In Event Viewer, it says that the crypto service cannot start because "The
specified module cannot be found".
