Direct x 9c won't download onto my existing 9b on xpsp2

Can't figure a way to get Directx 9c on my comp. I have
xpsp2 on it and it came with 9b and i can't override it
with 9c. It tries to install it, but it just gives me
the screen that tells me it's done, without ever
installing the components.

If someone can help i'd much appreciate your help
