Dimmed Format Toolbar

When I compose a new message using Microsoft Outlook the Formatting Toolbar
commands appears dimmed. I can not access the commands. However, when I
click Tools > Cutomize to bring up the custumize box the format commands on
the toolbar are no longer dim. As soon as I close the the customize box, the
format commands once again become dim. Can someone help me. Thank you.
 
is your cursor in the body of the message (not up in the To:?) when the
Format is dimmed?

The commands are dim regardless if the cursor is in the body of the message
or in the "To:" area.
