Different startup per user

Is it possible to start my computer in two different configurations for two
different uses? i.e. One where all software and hardware loads, and the other
where certain hardware and programs do not load?
 
Good only for minor settings like background color... Won't control hardware
or software loading. Seems to be no solution for this one.
