I am running outlook 2003 in an exchange 2007 environment. I have a need to
use a different reply to address from time to time. I am able to do this
when I add a POP3 account, but I am looking to do this without adding an
additional email account. I am just looking for a way to select a different
reply to address when needed.

Is this possible?

Why are you averse to using multiple accounts? That's one easy way to
accomplish what you seek.
