When booting the system - I am using windows xp home addition - I am getting
a dialogue box requesting both a user id and a password. I cannot get by
this screen and do not have access to the list of id's and passwords.

But, if I can bypass this dialogue bos the user id's and the associated
security questions will enable me to login successfully. does anyone have an
idea to achieve this or to bypass the dialogue box?

Answered in the XP General newsgroup. Basically you need to
boot into Safe Mode and logon with the built-in Administrator
account. Once logged on, you can go to Control Panel and enable
the Welcome screen using the User Accounts applet.

Good luck
