Dialup Not Working for Users

We recently made a major GPO change that secured many things at our installation. Everything is working except dialup for laptops. Users also cannot create a new network connection. Administrators don't have a problem, but we cannot give our users higher security (even Power User). All appropriate services are running on the laptops, but I suspect ACLs for files or registry have caused this. Does anyone know the security requirements so users can create new network connections or use those already established for dialin?

Start\Run\lusrmgr.msc\groups\network configuration operators\add the user or
group. You may have to move them from users group to network configurators
group because some times a conflict is created which does not allow changes
to be saved if users belong to two groups at the same time..

If no success, try: start\run\gpedit.msc\user configuration\administrative
templates\network\network connections\capability to enable or disable a LAN
connection..

This may also help: Start\Run\secpol.msc\local directives\user rights
assignment\Add workstation to domain\add user or group\type user or group.
