Dials connection without prompting

Whenever I select an email that has links to the web for
the content (e.g. ad emails from Dell) Outlook
automatically dials the dial-up networking connection to
get the content.

It used to prompt me to ask if I wanted to dial up in
this circumstance.

How do I reset it so that it does prompt me?

In your Internet Explorer options.
