dialog language change help

I'm running a Windows XP Home Edition and after my
computer was not able to load administrator's profile, so
I created a new one, my dialog languages and menus changed
from English to Thai. I tried regional settings but it
didn't help. I also tried the settings in the Internet
Explorer but it also didn't help. How can I fix this?

Start/Control Panel/Classic View/Date, time, language...../change it on the down arro
back to English (United States)/Click Apply and OK
Note: I don't know how it changed to Thai, for it is not on the list.
