Changing langauge for XP Menus and Dialogs

Hello Everyone,

I'm trying to change the language for the Windows XP menus and dialogs to
German. When I go to the "Languages" tab of the Regional and Language
Options dialog under control panel, I find English, Portuguese, French, and
Spanish listed but not German. Is there a way to download a German language
pack to change the display language for menus and dialogs without buying and
installing the MUI pack? It seems sensible that this download would be
available for free online, yet I have combed through the Microsoft site and
have found nothing.

You can noy change the XP menus/dialogs to a different language, since the
language for these are built into the XP itself. That is why you need to
buy XP in the language that you need.

But I can change the language. I've changed it to French and Spanish using
the Regional and Language Options dialog, but I can't change it to German,
as the files for it are not installed. Thus, I'm wondering if these files
are available for download somewhere.
