I've noticed a problem with several XP Pro workstations that I have updated
with SP2 and other patches from May and June. They use an application called
"AT&T Global Dialer". For some reason, the dialer gets launched
spontaneously with no intervention from the user. It appears randomly on
most workstations but on at least one, if I launch the IE browser, the
dialer is launched. It's acting as though there is no internet connection
and it is dialing to establish one. However, the dialer is set to not launch
automatically and the browser connection is set to "never dial a
connection".

I suspect that one of the patches may have caused this. I remember seeing
some postings about TCP/IP settings?

Any suggestions would be greatly appreciated....

Looks as if something is trying to "phone home". or a program is
attempting to update itself.
You sound like you know what you are doing so I don't want to tell you
how to suck eggs, but are those systems clean - you do regular virus/
ad-aware scans don't you ?.

Yup... We use NAV CE and I've run Ad Aware and Spybot S&D with no results.
It started after installing SP2 and the May patches. I'm suspicious that one
of the patches changed some setting....

When the dialer pops up, what number does it try to call? It's unlikely that
a patch did this. It's much more probable that you got it visiting a dodgy
site.

This is a commercial dialer provided by AT&T. It's weird, because by logging
the user on as a local admin, it doesn't happen....
