can i create a dial-up network between my 2 computers just by using a network
cable as both computers have an ethernet port, and if so, how?

No.

You use a crossover cable connected between the two ethernet ports and you
will have them networked - it's called direct cable connection. No dial-up
required - just run the network setup wizard on both and make sure you share
folders as you deem necessary.
