Dial-in tab in Active Directory Users and Computers

I thought I posted this one time but couldn't find it.
When using the adminpak on Windows XP there is no tab for
giving users rights to dial-in. I have this on my 2000
laptop and our other Engineers have it XP. Anybody have an
idea why I don't? I have uninstalled and reinstalled
adminpak and that hasn't worked.

I believe this is a know problem due to be resolved in the forthcoming
service pack.

I think there's a work around, but can't place it at the moment.

Can anyone please tell me the purpose of Dial-in tab? What is it used for?
