adminpak and sp4

we're trying to install the active directory from the
adminpak and we keep getting errors saying "insert sp4 cd-
rom". do i need to put an older image on the machine,
install the adminpak, then move up to sp4? or am i going
to have to buy the cd-rom to make this work?

Adminpak has nothing to do with installing "Active Directory" --
it provides various server admin tools including some to manage
AD.

I have never seen this error on machines where SP4 (or any
SP) came from the Network (Windows Update) -- sometimes
those dialogs are "unpassable" and sometimes you can just
"bypass" them even though the message doesn't indicate that.

In the latter case, skipping or dismissing them, gives you a new
chance to specify the location of the missing files.

Why do you say "older image"? SP4 is the latest full service
pack.
 
it doesn't give you the option to specify a location. only
to insert cd-rom. thanks.
