Dial in RAS, modem won't answer

I have RAS on a WIndows 2K server, and a modem correctly
installed. I can't get the modem to answer? I can't seem
to find a good article on it either?
 
Under Routing and Remote Access, right click Ports and
select Properties. You should see your modem. Check the
Used By column. Does it say RAS/Routing? If not, select
configure and set it to use dial in. Just my thought.

It does show up there, and it does show RAS in the "use
by" column
Any other thoughts?
