Diagnosing a mouse issue on a Toshiba Tecra Laptop

I have a Toshiba Tecra A4 laptop running Windows XP Pro.

It has 2 USB ports.

When I connect a mouse to any of the USB ports, I see the following
message (displayed only once, not consistenly each time I connect the
mouse to the USB port):

USB Device Not Recognized
One of the USB ports has malfunctioned and Windows does not
recognize it.

I checked the Device Manager and verified that (1) USB Root Hub and
(2) USB Universal & Enhanced Host Controller are working.

Simply put, only my touchpad seems to work. However the mouse that I
am using does not appear to work. Besides the mouse that I was
originally using, I have tried 3 different mouse, but the USB ports on
my laptop do not seem to sense and detect their presence (even after
rebooting).

Toshiba Support told me that there appear to be NO hardware issues.

I am trying to find a solution to this issue without having the need
to reinstall the operating system. In fact, that was one of the
options recommended by Toshiba Support.

Based on what? Non-functional hardware?
I am trying to find a solution to this issue without having the need
to reinstall the operating system. In fact, that was one of the
options recommended by Toshiba Support.

So, nothing you attach to those ports works? Do those items work on other
systems? If yes, that points to hardware failure - on the laptop.

To confirm this, bypass the Windows OS. You can do this by booting to
Linux instead. Download the Ubuntu Desktop version, burn it to CD (use a
low speed), and boot from the CD. Finally, Linux will boot, and either
known-good devices attached to the USB ports work, or the ports have
physically failed.

From there, you can go back to Toshiba support and confidently state that it
isn't a Windows problem, and exercise the warranty. And fixing this
kind of thing probably means replacing the laptop's main board.

Alternately, get a USB2 PCMCIA card. They can be had for around $20.

A few things to try:

- Remove the USB devices from Device Manager and let XP find them and
reinstall upon reboot.
