DHCP Server Startups

I am using the LAN with the Domain controller using the swithchs. I
have setup a new server with a septerate network id and also assigned
the serperate IP Range. My new server also contained the DC. I have
installed the new DHCP Server on this computer and also establised a
new scope. but the server shows the disable option. I have no router
attached with the server. can anyone help me.
