DHCP Server not starting

I am running Windows 2000, SP4, And for sum reason my DHCP server will not
start any more, Heres the error I get :-

Event ID : 7023

The DHCP server service terminated with the following error; The specified
procedure could not be found.

I have removed and re-installed DHCP, Re-applied SP4.

When I ran into this problem, it turned out that one of the 2 network cards
on the server was using DHCP. All NICs and virtual connectors must have a
static IP for the DHCP service to start properly.
