dhcp problems

what is dhcp relay and how can you edit it. and what is
network interface card mean. My problem is every time my
computer starts it take about 1 min before I get a lan
connection this never happened before. I tried to
reformat my drive and bought a new nic card to see if
that solved the problem but it didnt. how can i fix this
problem.
 
Network Interface Card is the NIC. It is the Adapter between your machine
and the transmission media ( wired or wireless etc.)

A DHCP Relay is a service provider on a router. Routers by default do not
forward broadcast packets to other segments. The DHCP Relay modifies this
by changing the DHCP broadcast packet, and resending it on another segment.
