dhcp client problem

We have a win2000 domain running dhcp and added a win2003 server. I get a
message "access denied" when the new server tries to use dhcp. Other
machines have no problem, I can add a static ip and connect with no problem.

What is configured wrong or needs fixing?

Is the driver for the nic correct?
If it is, reinstall it and try again.

nic driver is OK & was reinstalled - also tcp/ip using netsh. I find the
dhcp client service can not be started - give an error code 5 "access
denied" All non-2003 machines work with dhcp/dns fine including xp pro.
