Device Mgr vs Disk Mgr

Are disk drives always listed in the same order in Device
Manager as they are listed in Disk Manager?

Any assistance is greatly appreciated.

Device manager lists devices in alpha-numerical order (A before B, 1 before
2 and so on).
Disk manager lists hard disks as they are detected.
Drive letters assignment is more sophisticated.
