Device manager and mmc.exe

After a clean install of Win XP Home (with format of C: drive) I tried to
get into my device manager in the usual way Control Panel->Performance and
maintenance->System, and then the Hardware tab and Device Maager button.
However, a window comes up saying the file "mmc.exe" can not be found. Yet,
when I do a search it appears to be present in C:\WINDOWS\system32\.
How can I get back into my device manager?

Start | Run | devmgmt.msc | OK
Or; Right click My Computer/Properties/Hardware tab/Device Manager button.
Or; go to C:\WINDOWS\system32 | find devmgmt.msc and double-click it.
Or; To open Device Manager, click Start, point to Settings, and then click
Control Panel. Double-click System. On the Hardware tab, click Device Manager.
Or; Start | Help and Support | type Device Manager | click the arrow | click
Using Device Manager | click Open Device Manager
Or; Do a search for mmc.exe when found | double click it | File | devmgmt.msc
Or; If you have a Console installed..........................
