Developer menu in Access 2007

Dear all,

I have installed Access 2007 Developer Extension, but I can't find developer
menu in Access 2007. Before that, I have installed file
office_kb935521_fullfile_x86_glb.exe and
office_kb936519_fullfile_x86_glb.exe.
Where I can find Developer menu ?

I have clicked Office button and there is no Developer menu. Before I
installed the hot fix file, I have seen the developer menu.
But after I installed the hot fix file, I can't find it anymore.
