Desperately need help with user account

I had some problems several months ago with my xp (it wouldn't turn on
at all) and had someone fix it for me. I am having problems again so I
would like to reinstall XP.. THE PROBLEM: it says that I must be the
administrator to do this. but when I go to control panel > user
accounts it says "Unspecified Error". There is absolutely no way that I
can say to create or modify an account. it says I am logged in as user,
but when I try to log off and log in as a different user it gives me no
options. (it takes me to the page that says "click on a user" but there
are no user names on the page at all! the only option i have from there
is to turn off or restart my computer. I use my computer for my small
business and I desperately need to fix this problem. Any feedback
would be greatly appreciated :)
 
Hi,

When you log off, press ctl+alt+del twice, this should give you a
username and passwd login box. try and type administrator
and if you have a password for it, type it in and press Enter. Another
way to access user management is to right
click on My Computer and select Manage.
From there go to local users and groups and then users and see if you
can make changes there. But again, if you don't
have admin rights, not much you can do in there, better follow the first
option.
