Desktop will not appear

When my computer boots up and I come to my desktop nothing appears. I have my
background but there are no icons no start menu and no taskbar. I can run all
my programs through task manager and when i boot my computer in safe mode
desktop looks fine can anyone help me get my desktop back. I have tried
numerouse system restores and they do not work.

while on a blank desktop
open the task manager

then run a new task called:
explorer.exe

conversely, you can end
the explorer.exe process
to blank out the desktop
easily.

load....

I tried running explorer it didnt work if my registry is failing to load is
there any way to reload it or do you have any other ideas?
