Winxp - sp2 - after booting machine, no desktops icon apprear on any profile.
Message pops up "Workstation service not started" If I boot in safe mode, I
am disallowed from starting the service (msg = can't start service in safe
mode.) How can I start this service AND/OR is that what will cause desktop
icons to not appear? The appropriate backgrounds appear, just no desktop
icons, or start button.

Press Ctrl-Alt-Delete and start the Task manager. From the File Menu
can you start Explorer.exe and do the icons show up? The Workstation
service is probably not at cause, on most stand alone pc's the
Workstation process can be set to manual, it isn't always needed.

No response when I Ctrl+Alt+Del - keyboard doesn't respond. NumLock light is
reponding to On/Off but I get no desktop activity. I have only a small
message stating that IE6 is starting. no further response

Boot to Safe Mode and have a look at the Event Viewer. Make note of the
events that were recorded when you tried to boot normally, look at the
timestamp on the events to determine which ones were written on normal
boot. Do you see any events that might point to a cause of the problem?

If Internet Explorer is damaged Windows Explorer will not function
properly. If you see no leads in the Event Viewer you can try repairing
IE6. On XP SP2 reapply Service Pack 2 to repair IE6.
