Desktop URL Shortcut Question

I've encountered problem with desktop internet shortcuts. When you click on
them with other windows open, they open in the background and do not gain
focus. Running XP Pro, IE6

Is there a way to force the new window to take focus?

Have you tried unchecking "Reuse windows for launching shortcuts" in the
Internet Options > Advanced tab?

I believe TweakUI has an option to force focus on the current window.
