Desktop toobar menu appears randomly

The Desktop toolbar menu appears on the desktop without it being actively
clicked on the taskbar. Never happens when I am actively using the computer
.. Seems that anytime I go back to use the computer after an extended absence
the menu is up. What could be causing this?
