desktop shows only wallpaper (nothing else!)

my friend is running Windows XP professional.
when she logged into windows, all that is shown on the
screen is just NOTHING ELSE but the wallpaper. no start
menu, no taskbar, no icons. some of my friends
encountered such problem too, they didn't know what to do
so they formatted their computer.. anyway to save my
friend's computer without formatting?
