Desktop shortcuts wont open in new window

I want to find out how to get a desktop shortcut to a web
page to open in a new window instead of opening in an
existing window that I have open.

in internet explorer, click tools/internet options/advanced scroll down and
uncheck box 'reuse windows for launching shortcuts'
