Desktop settings change at logon

I was hoping that someone could help me find the answer to
my problem. I have checked with several IT pros and none
of us can figure it out. I have a computer that was
provided to my business pre-configured by the POS company.
They have set the desktop background and appearance
(windows classic instead of XP) to revert every time the
user logs on. Meaning that we can make any changes while
logged on but once a restart happens they go back to the
factory config. I have full admin access i just need to
know where to kill this feature. I have checked for logon
scripts and there are none. I have also been into group
policy and there is nothing configured in there either.
Anyone have any ideas? I would really appreciate any help

Click Start, Run and enter REGEDIT Go to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explore

Look in the right pane for a value called NoSaveSettings. If found, it
should be set to 0. If it isn't, double click NoSaveSettings and set it to
0 (zero). If it doesn't exist, right click in a blank area of the right
pane, select New, DWord value. Name it NoSaveSettings and leave it at 0.
