desktop problems

After my computer runs through the normal start up procedures and gets to the
desk top i start having problems. As soon as my icons come up the picture
changes to a blue screen and i cant get my picture back. Please help!
 
To repair all system files, go to Start/Run, and type: SFC /SCANNOW
