Desktop option under display properties

When I right click on the desktop and get the display properties dialog box
and click on Desktop, I can not select any of the options for a new
wallpaper. The scrollbar is inactive and clicking on a backgroud options nos
nothing(they are inactive also). Can anyone suggest something to fix this?

Registry fix-Automated:

If you have XP -Pro :
1.Click Start, Run, type gpedit.msc
2.Under User configuration Click [Administrative
Templates\ControlPanel\Display\]
3. There will be value named "Prevent changing wallpaper". Set it to
"NotConfigured"

-----Method--3-:---------------------------
Manually (XP -Any):
1.Open Regedit
2. Click
<HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop>
3. There will be a value named "NoChangingWallpaper". Set it to 0
4. Click
<HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop>
5. Repeat Step 3

I tried method 2 and 3 but they did not work. I can not try method 1 since I
do not have this computer connected to the Interner. I was preparing it to
give to a needed family and that connection was deleted.
