Desktop New Window Pops Up

Everytime i start my PC, a window opens up called
C\Windows\Windows32 appears, and I can't get rid of it.
It does not appear in my Startup menu and its starting to
annoy me.....
Any suggestions from anyone?

Click on the URL given, scroll to line 260 and click on "System32 Folder
Opens Upon Boot" save it and then double click on it.
