Desktop image as jpg

I used to be able to use a jpg as my desktop image but now it will only
take bmp. I did have to do a clean install. Is there some setting I need to
change.

Your system has the group policy restriction "NoHTMLWallPaper" is enabled

If in a domain, ask the administrator. For standalone, undo this change via GP or registry.
